ABSTRACT

This chapter covers the idea of strategic complexity in networks. It first addresses how resource dependency creates interdependencies between actors in the network. In combination with the various strategies that actors display in these networks, these can result in very complex governance processes in networks. Each actor not only deploys its own strategies, but also reacts to the strategies of other actors. This chapter argues that this complexity is further enhanced because decisions are often taken in different arenas. Moreover, decisions in networks are nowadays under media scrutiny. By conceptualising decision making as ongoing rounds in various arenas, this chapter provides further theorising to understand strategic complexity in governance networks.
