ABSTRACT

Public policy as a discipline is recognized the world over as the instrument to provide direction to interventions made directly by the State or through its instrumentality. Public policy is expected to learn from its interaction with the field and plan the implementation, recognizing all the challenges of implementation. As a consequence, the best of drafted policy documents often does not achieve what they set out to do in quality and time frame of implementation. Sectors that have a role in addressing the well-being of deprived households are very vulnerable to some of the centralized efforts as the last mile challenges are manifold, whether seen from the perspective of deficit, or ability to access technology. Human resource challenges have played a pivotal role in understanding public policy from a people’s perspective; even more so in a country like India, where the delivery machinery has been a regulatory one and not geared to development functions and needs.
