ABSTRACT
This chapter delves into the Chinese state’s entrepreneurship governance, particularly focusing on talent biographies. It analyses how state talent policies, the promotion of entrepreneurial heroes, and the establishment of physical incubators contribute to a stratified talent system in China. The analysis reveals that the entrepreneurial talent echelon in China is shaped by state governance, which tends to favour individuals with meritocratic backgrounds and adherence to socialist principles. This hierarchical privilege serves as technologies of governance of the Chinese state, aimed at fostering a self-enterprising ethos among transnational technological communities in China, encouraging them to start entrepreneurship.
