ABSTRACT
This chapter provides a theoretical framework for the book. First, it addresses voting protocols as rules determining the conversion of votes into court outcomes. The chapter introduces the distinction between majority and supermajority voting thresholds. It further examines the impact of multiplicands in calculating majorities and their interplay with quorums. Secondly, the chapter provides a theoretical overview of supermajority rules from the beginning of the discussion in the early part of the nineteenth century until contemporary scholarship, explaining the birth and evolution of the debate.
