ABSTRACT

Since the civil service became detached from pre-democratic patrimonial State structures, its tasks have changed and expanded considerably. The acceleration of social, political, and technological transformation has not only led to new forms of administrative organisation, decision-making, and management but also to a changed relationship between members of the civil service and citizens. Effectively tackling the ongoing challenges also presupposes new job profiles and qualifications for civil servants as well as a transformation of administrative culture. Modernisation concepts for the civil service must take this into account.
