ABSTRACT

This chapter explores how using civic principles when designing, revising, and implementing civics standards and assessment indicators can help promote democratic values, encourage active and informed participation, and uphold fairness and inclusivity. The chapter describes a robust revision process grounded in civic principles as an essential component of the development of measurable indicators of civic learning. These civic principles ground the process of revising standards as well as the development of standards and assessment content. The chapter describes the civics standards revision process from preparation to revision and implementation. Core civic principles (transparency, representation, accountability, plurality, and civility) are discussed, along with accompanying state examples. The chapter concludes with an overview of lessons learned from engaging in this process in several states across the U.S.
