ABSTRACT
[The American Rescue Plan Act, responding to Covid19], demonstrated what state power can do and what people can demand of it. Consider what a difference this would have made in 2009! Imagine if the Obama administration had had the courage to nationalize the banks and bail out the hoi polloi who lost homes and retirement savings!
