ABSTRACT
This chapter considers internationalisation and Europeanisation from a competence perspective and focuses on the individual level of students and staff. In addition to understanding European-level and national higher education policy as well as the evolution and effects of other frameworks, the perspectives of those who are the objects of these actions should be brought forward. These individuals can be students, faculty members, and others working in Higher Education Institutions (HEI) implementing the different policies and initiatives on a practical level. The gap between the level of competence targeted by policies and that obtained by HE graduates can be big. To bridge the gap, students need to engage, as a part of their studies, in activities and processes fostering their competences for internationalisation. In this chapter, the different levels and different actors that need to be involved within an institution in order for a policy and strategic discussion to become a reality for the individuals are presented. The chapter’s analysis is based on project from a Finnish university as an example of such a process of internationalisation of the curriculum that aims to bring together the perspectives of students and institutions. In describing this project, the challenges and possibilities in implementing policy-level decisions throughout the curriculum and addressing every single student at the institution are illustrated.
