ABSTRACT
This chapter examines the complex and collaborative planning process underpinning Liverpool’s successful hosting of ESC23 on behalf of Ukraine. Through analysis of first-hand experiences from key stakeholders, it details the challenges of operating within a compressed timeline and the heightened ambitions for the event. The chapter explores the evolution of a multi-agency approach, beginning prior to Liverpool’s selection as host city, and tracks the bidding, strategic planning and operational co-ordination among diverse agencies. It highlights the essential roles of leadership, information sharing and inter-organisational relationships, offering insight into the decision-making and group dynamics that shaped ESC23’s delivery. The efficacy of the tabletop exercise is highlighted and the chapter concludes by contextualising these processes within broader discussions on multi-agency event management. The findings provide a foundation for further analysis of themes such as collaboration, resilience, and innovation in large-scale cultural events.
