ABSTRACT

This chapter examines the multi-faceted approach to threat identification and risk mitigation in the context of ESC23 in Liverpool. It explores the unique challenges presented by large-scale events, including crowd management, potential disruptions and heightened security concerns such as terrorism and cyber threats. This chapter details the collaborative efforts of a multi-agency team tasked with safeguarding diverse stakeholders, from visitors and participants to the wider community and city infrastructure. Using the ESC23 as a case study, it discusses the implementation of risk assessment models, the complexities of planning under constrained timeframes and the necessity of balancing robust security measures with the demands of an accessible and enjoyable event. The analysis highlights lessons learned in managing crowd dynamics, protest activity and environmental hazards, providing insights into effective event security and risk management strategies.
