ABSTRACT
This chapter explores the critical role of multi-agency information sharing in the successful planning and delivery of ESC23. It analyses the formal and informal processes adopted by partner organisations, focusing on the development and implementation of information sharing agreements, including memoranda of understanding. This chapter examines both the enablers and obstacles encountered, such as legal, procedural and operational challenges, particularly impactive given the scale of events and the involvement of law enforcement and security agencies. Through the experiences of practitioners, this chapter evaluates how information sharing protocols facilitated inter-agency collaboration, supported decision-making and underpinned effective incident management during a high-profile, internationally sensitive event. The analysis offers insights relevant to future large-scale events where multi-agency working and information exchange are paramount.
