ABSTRACT
The objective of the first chapter is to introduce the topic related to the creation and development of the Smart City idea. In this part, the authors aim to present the reasons and circumstances for developing and implementing Smart City solutions. This chapter also includes the characteristics of subsequent generations of Smart Cities (from I to V) presented in the context of subsequent economic helixes. Next, the authors intend to focus on the key areas of Smart City development and evaluation: technical infrastructure, business environment, urban public order, city economics, local community and natural urban environment. These areas become the starting point for identifying potential types and scales of exclusion in Smart Cities. The considerations contained in the first chapter are based on literature studies.
