ABSTRACT

This chapter discusses the use of service and systemic design to examine and comprehensively address Norway’s issue of criminality, a complex and entangled problem that poses a significant challenge to the system. The study employs thematic analysis of retrospective, semi-structured interviews with both former and current offenders, resulting in the emergence of overarching themes for analysing qualitative data. To test and refine these themes, a process of theme validation and a participatory focus group with stakeholders were employed. Subsequently, stakeholders engaged in a co-creation process to leverage these insights for addressing the root causes through a portfolio of interventions. This method resulted in the identification of the framework that is hoped to be suited for analysing, identifying, and addressing societal challenges.
