ABSTRACT
Research councils are increasingly turning to data science and AI to improve evidence-based research evaluation. This chapter examines opportunities and strategies for data-driven research evaluation, highlighting key considerations for effectively and responsibly integrating machine learning and AI into research evaluation processes. The authors present two case studies from the Research Council of Norway, illustrating key steps in the application of AI to help align public investments in research with societal goals. We further highlight essential aspects of AI use in practical research evaluation, including aligning with strategic goals, meaningful measures of success, and situated management of AI across competencies.
