ABSTRACT
Governance by goal-setting is a strategy of global governance to set detailed goals around an issue without explicit implementation rules. It was conceptualized during the formulation of the 2030 Agenda and embodied by the Sustainable Development Goals (SDGs) and their associate targets. Compared to other examples of global goal-setting governance, the SDGs has a wide range of coverage to involve almost all issues and provide detailed description of targets and target years associated with goals. Unlike governance by rule-setting, governance by goal-setting is not legally binding but can leave space for innovation in ways of implementation.
