ABSTRACT

This chapter examines the intersection of artificial intelligence (AI) and cyber warfare, highlighting its considerable impact on global security dynamics. It explores the strategic advantages and inherent risks associated with AI in cyber operations, such as enhanced speed and automation of attacks, alongside the challenges of securing cyber infrastructure against AI-driven threats. It then delivers a comparative analysis of global cyber powers, with a focus on Russia’s and Ukraine’s integration of AI into their cyber strategies – a feature that is particularly evident in the ongoing conflict in Ukraine. Finally, this chapter addresses the legal and ethical considerations of AI-enhanced cyber warfare, emphasising the need for new frameworks and international cooperation to manage these evolving threats. Recommendations are then offered for policymakers, military leaders, and cybersecurity professionals to balance innovation with ethical responsibility.
