ABSTRACT
This chapter reviews the developments in conceptualising the loss and damage (L&D) fund so far over several COPs and then assesses whether, in the current discourse, the historic responsibility in the accumulation of carbon of the global industrialised north is getting recognised. Concerns around how to measure loss and damage, estimates put forward for the same, and the glaring gaps in these as compared to commitments to the L&D fund are highlighted. After summarising extant funding mechanisms and suggestions for alternate funding mechanisms and principles for a governance structure for the L&D fund are proposed. Noting that speed and agility of response to extreme climate events that do not respect national boundaries is critical for disbursement of funds, we advocate for a regional approach to L&D that includes civil society organisations as the means to reach the most vulnerable communities affected.
