ABSTRACT

This chapter examines the impact of the pandemic on student outcomes across Canada's decentralised education system. Using a triarchic framework for resilience, the chapter reports on the deleterious effect of the pandemic on academic, physical, and mental health, primarily in relation to the four most populous provinces: Ontario, Quebec, British Columbia, and Alberta. Unsurprisingly, academic learning losses, reported in relation to both international and provincial administrative data, indicate Canada experienced performance declines similar to other OECD nations. Significant declines were also reported in relation to mental and physical health, with the latter receiving relatively little policy attention during the pandemic recovery period. The analysis offers a number of cautious interpretations for the efficacy of various pandemic policy interventions.
