ABSTRACT

The Baltic Sea region is emerging as a key player in Europe's transition to a hydrogen economy, with its potential to become a significant hydrogen hub. This chapter examines the legal frameworks that will shape the development and integration of hydrogen within the region. It explores the role of national and international laws, including regulatory policies, incentives, and cross-border cooperation, in facilitating the production, storage, transport, and distribution of hydrogen. Special attention is given to the European Union's Green Deal and hydrogen strategy, as well as regional efforts to align with these overarching goals. The chapter also analyses the challenges and opportunities presented by the legal and institutional landscape in the Baltic Sea region, including the harmonisation of laws across diverse jurisdictions, the role of public-private partnerships, and the implications of environmental and safety regulations. Ultimately, the chapter argues that law plays a critical role in transforming the Baltic Sea region into a hydrogen hub, driving both technological innovation and market integration, while ensuring sustainability and regional cooperation.
