ABSTRACT
This chapter examines how digital infrastructure shapes society and culture through the lens of emergence theory. While the theory can be misapplied to justify speculative or exaggerated claims, it rests on a substantial intellectual tradition. Properly understood, emergence theory provides a counterpoint to the historicist arguments outlined in the previous chapter, which frame digital technology as merely one element within a deterministic system that demands authoritarian control.
