ABSTRACT
Chapter Seven explores the conceptual potential of authoritarian cooptation applied to a transnational level. The chapter identifies phosphates, renewable energies, and Power-to-X as Morocco’s most potent aspects of environmental leverage to pressure third nations into supporting Morocco in its endeavour to formally annex the Western Sahara territory. The chapter traces this development across five case studies, including Morocco’s cooptive relations with Kenya, Ethiopia, Germany, Siemens, and the US: Environmental Protection Agency.
