ABSTRACT
This section reviews legal amendments proposed in several political documents and ultimately ended up in the Russian Constitution after the 2020 amendments. We are talking about traditional societal values. A presidential decree will codify by 2022 what is considered a conventional value in society. In researching values’ journey from the 2012 Putin speech to the amended Constitution through the National Security Strategy and into the Presidential Decree, we consider how these values are defined, argued for, and applied through asymmetrical communication. We also attempt to establish the role and meaning of these values in the self-correction and self-preservation of the system.
