ABSTRACT
This section examines amendments that imposed administrative and criminal liability for discrediting the military and government. There was an urgent need to put in place measures to silence dissent as soon as it became clear that the war in Ukraine would not be resolved as quickly as it had appeared, and critics increasingly began to voice their opinions. As we examine the asymmetrical information technique in detail, we will see how it inventively reacted in self-correction when the authorities resorted to what we call “legislation through winter preservers” to achieve self-correction. More specifically, since new legislation was needed soon and amending legislation takes time, materials from another legislative process on hold were used to introduce urgent legislation. In addition, we will explore how the courts punished individuals for various actions and comments aimed at discrediting the army.
