ABSTRACT
This chapter examines three documents which were highly significant for the Millennium Development Goals from the perspective of discourse analysis in order to identify typical story lines. Later, the International Development Strategy of 1970 is then used as a standard of comparison to illustrate shifts and equivalences regarding topics and priorities, objectives and lines of causation, responsible actors and proposed measures. The results are indicative of significant shifts in the relations of power between global North and global South in the last decades of the century.
