ABSTRACT

This chapter describes the rapid expansion of family planning donors and implementing organizations, as well as a renewed interest on the part of the government for family planning. During the 2010s, USAID and UNFPA increased their funding levels. The PNSR and PNSA enjoyed stable leadership. Key actors revitalized a family planning stakeholder group (known by its French acronym, CTMP), which in turn worked to develop the first National Multisectoral Strategic Plan for Family Planning: 2014–2020. The DRC government pledged its commitment to FP2020 at the 2013 International Conference on Family Planning in Addis Ababa. The ranks swelled with Congolese professionals in leadership and middle management positions who were mission-driven and increasingly skilled in different aspects of program implementation. The DRC gained notoriety on the international stage for innovative service delivery strategies, ground-breaking programmatic research, and the legalization of safe abortion. In 2018, this fast-moving train ran into some deterrents, due to changes in PNSR leadership and the system of donor funding within the country. The CTMP – the engine behind many of the accomplishments – languished. Yet the family planning community managed to pick up the pieces and continue its progress forward.
