Chapter 31 provides Theorem 3 of the theory of adaptive preferences: it shows the conditions for a collective welfare function to be consistent with cost-benefit analysis when there is feedback from the implementation of a project to the preferences. The freedom mode of government action is decisive. Moreover, the collective welfare function needs to be “quasi-adaptive”.
