ABSTRACT

The convergence of migration policy and development policy in the new approach of promoting migration management as a new form of development aid therefore has to be analyzed as an element of neoliberal globalization. The International Organization for Migration (IOM) has summoned an initiative aiming at the improved coordination of the areas of migration and development policy. The traditional patterns of development policy have gradually been pushed aside by new debates and concepts: one party recommended, export orientation, improved investment climate and increased competitiveness, another called for the reform of global economic structures according to social and ecological objectives, for worldwide reregulation and global governance. Human rights organizations like Amnesty International and Human Rights Watch accused the IOM of being complicit in Australia's breach of the Geneva Convention. The International Migration and Development Initiative (IMDI) task is providing a frame for coordinating different intergovernmental organizations, avoiding parallel activities and creating synergies.
