ABSTRACT
This chapter outlines how civil society evolves and differentiates itself from its informal roots to into formalized structures, typically graduating from groups, to organizations, to networks, and from local to national and international levels. As stated by the government of Vietnam, the rationale behind this reservoir is to provide re-regulation of the intermittent outflow from the upstream hydropower projects, thereby providing a steady flow without daily variations into Cambodia. Some 45 of 60 villages located adjacent to the river were studied with a view towards uncovering community perception towards hydropower dams and their activities, focused on coping with the changing river flows and managing transboundary concerns of the entire Se San River basin. Norman Long develops the social interface perspective within the actor-oriented approach as an analytical tool for understanding cultural diversity, social cleavages and conflict inherent in the processes of development and policy intervention.
