ABSTRACT

This chapter defines the narratives, the actors and the system framings and the priority goals for system change. It focuses on how incomplete knowledge and dimensions of dynamics and sustainability are addressed to the governance, appraisal and wider power/knowledge processes. The chapter shows how these processes are involved both in closing down around dominant narratives and offering possibilities for opening up to alternatives. A pathways approach aims to uncover diversity, broaden out the debate and open up possibilities for ways forward. Strategies geared to these different dynamic properties of sustainability also require different kinds of institutional arrangement and different kinds of innovation. A basic shift is to make normative questions central: to specify clearly, for particular issues and settings, what is to be sustained for whom, and who will gain or lose in the process.
