ABSTRACT
“In order to develop border areas, we will make use of these areas’ regional advantages and formulate and implement special “opening up” policies. We will speed up the construction of key ports, border cities, border (and cross-border) economic cooperation zones and key development and experimental zones. We will enhance the infrastructure and connection with the neighbouring countries and develop “special outward industries” and industrial bases.
