ABSTRACT
This case study illustrates how bureaucratic resistance can obstruct democratic transparency. The Ministry of Foreign Affairs and the Defense Ministry opposed time limits on document secrecy, invoking their role as guardians of the state. The eventual passage of the law, driven by political actors and civil society, highlights the need for politics to assert itself over bureaucratic mystique.
