ABSTRACT
This chapter presents a successful model of collaboration between politics, bureaucracy, and academia. The initiative used university research to inform legislative debates, enhancing the quality of public policy. It demonstrates how democratic deliberation and technical expertise can coexist productively when guided by transparent, participatory processes.
