ABSTRACT
This chapter recounts the successful passage of Brazil’s drunk driving law. It exemplifies how political leadership, informed by bureaucratic expertise and grounded in legal creativity, can produce effective policy. The case contrasts with others in the book by showing a harmonious balance between politics and bureaucracy.
