ABSTRACT

I believe that if the organizational problems that I have identified persist, Japan will always be the "odd man out," the least distinguished in science among the world's wealthiest countries. The obstacles to change, however, are truly formidable. As Chapter 1 observed, the needed changes will not come easily because they necessitate sensitive trade-offs involving power, authority, and security. This chapter lays them out. Ultimate prediction of whether the reforms will ever occur involves some considerations that I adumbrate at the end of this chapter.
