ABSTRACT

Ordinary occupational accidents are a concern in the oil and gas industry. According to basic safety engineering principles, safety by design is the first choice in the prevention of accidents. Norskoil has the overall safety responsibility in all phases of the platform's life cycle. A project division within Norskoil carries out project work. Norskoil decides to select a semi-submersible platform concept for further development of the Ymer field. Norskoil has to translate the company's HSE policy and goals in relation to design into binding contractual requirements for Ymer. There are two types of safety requirements: goal-oriented and prescriptive. The most important 'safety requirements' as to design includes: Regulatory requirements, Norskoil's overall HSE policy and goals, Acceptance criteria for the risk of losses due to accidents, NORSOK standards and European and international standards, and Norskoil's technical specifications. Safety auditing is used as a tool for independent examinations of Ymer's HSE management system.
