ABSTRACT

The world had been at peace, united in a single language that conveyed an entire civilization that was both Latin and Greek. A man could travel from Hadrian's Wall in Britain all the way to Egypt and still be bound by the same Roman law. The Romans, expressed their proverbial wisdom in a little story about the body and the members. The citizens of Rome succeeded in enlarging the imperium romanum until it included first Latium, then Italy, and eventually most of the civilized world at the expense, it must be said, of the territorialities of Sabines, Etruscans, Gauls, and Greeks. All internationalism is at bottom a form of imperialism-the cultural, economic, and political domination that the strong exert over the weak. The purpose of international cooperation is to ensure peace, but the League of Nations failed to prevent the great powers from taking a second crack at each other in World War II.
