ABSTRACT

I'd like to suggest to you we are entering a third era, which will be the last leg, in which reaction will have corrected the over optimism of the "Great Society" and be ready to engage in a more cautiously optimistic or moderately pessimistic, yet carefully controlled, social activism. Instead of trying to cover everything under the kitchen sink there will be a much shorter list of potential social achievements. Research and development is a key to understanding and meaningful advance. It allows us to correct as we progress. It provides partial insight to areas of admitted ignorance. At the same time it's more commanding, more compelling and more activist than the notion that we can increase and expand already existing commitments or programs.
