Th e spreading of power at which Christian Democrats aim begins with the individual. He has a right to an inviolable sphere of action and to the means of acting within it. The International Union of Social Studies makes its own a Declaration of Rights drafted by the National Catholic Welfare Conference of the U.S.A. in 1947:

The dignity of man, created in the image of God, obligates him to live in accordance with law imposed by God. Consequently he is endowed as an individual and as a member of society with rights which are inalienable. Among these rights are: (1) The right to life and bodily integrity from the moment of conception,

regardless of physical or mental condition, except in just punishment for crime.
