ABSTRACT

Algeria holds a distinctive position in the region, largely due to its historic experience in which violence played a crucial role in the fight for political independence. The army took then part directly in the state formation at the very start of this process of independence. When Abdelaziz Bouteflika (1999–2019) rose to prominence, he waged a long fight to dissolve the moukhabarat [intelligence] state to the detriment of promoting democracy and economic development. This chapter focuses on the specificity of civilian-military relations in Algeria.
