ABSTRACT
There are three issues which form part of an agenda for the welfare state over the next two decades. The first centres on the emergence of an underclass. The second question is the disincentive effects of welfare for people on low income. The third item is the idea of an income that is derived not solely from work but also from wealth and from welfare.
