ABSTRACT
When the important questions surrounding market deregulation become the focus of policy discussion, the ends-means issue that most frequently comes to the surface always involves the degree and extent of private investment in infrastructural projects. This is particularly reflected in the various strategies proposed for airport development during the last quarter of the twentieth century. Throughout that period, there was a continuing debate as to the important role that private capital should play in the construction and expansion of national airport systems. The pace of economic development in the ASEAN community, and especially in the East Asian corridor, has clearly picked up since the financial crises of the late 1990s. Within the context of the East and Southeast Asian region both airlines and airports have an enormous symbolism and political identity as icons for national pride. The regulative process governing air services in the international route sector remains the bilateral air service agreement (BASA).
