Conservation and development efforts often fail because they ignore local communities and do not gain their participation. The extent of forests, deserts and wetlands, the amount and quality of water, and the conditions of the population will dictate what specific data should be used and which questions should be asked in the workshop. Designing projects that identify critical linkages and tactics for interventions to promote sustainability must be done in specific locations. Such interventions may include activities to reduce population pressures by affecting migration streams, reducing growth rates; or they might be activities to promote environmental protection or sustainable use of resources. Logical Framework Analysis could be promoted as a tool for project formation and evaluation. The population projection showed that numbers would double within a generation, with no new land available, causing the village committee to consider some kind of family planning scheme, for which the women of the village were in strong support.
