ABSTRACT

This chapter includes a discussion of key issues and implications for policy and practice. A literature review of Teacher Education has revealed that on the whole, policies and practice over the last 20 years or so have helped to highlight a perceived mismatch between need and provision, and between policy and practice. The review of teacher education has also shown that there is a visible lack of minority ethnic people in the profession at all levels. The tension between anti-racist ideology and the politics of education arises, inter alia, from the assertion by anti-racism's protagonists that racism is mediated through state institutions. It is important to recognise that conflict is an inevitable and productive part of 'permeation'. It is an essential element in achieving innovation and change in any field. Anti-racist teacher education, must recognise the reality of conflict or dissonance in our society. School-based training can only be effective if there is true partnership between schools and training institutions.
