ABSTRACT
Tomorrow's Middle East will be a region with a strong American power presence, but that presence will be intertwined with, and sometimes challenged by, the rise of “the rest” both from outside the region and from within. In the Middle East region, which is central to world energy and security, it is vital that the shifts in power among global and regional powers be managed in a way to enhance cooperation and stability and to avoid miscalculation and escalation.
