ABSTRACT

This chapter aims to complement the other presentations at the American Chemical Society’s symposium on Lead Poisoning in Children: Exposure, Abatement, and Program Issues by focusing on local childhood lead poisoning prevention programs. The efficacy of state and municipal lead poisoning prevention programs is critical because under the system of administrative regulation in the US The movement away from cure toward prevention is a critical element in the evolution of environmental regulation, which can be typified as a three-stage process, with an evolving fourth stage of postcommand and control regulation. Childhood lead poisoning prevention programs will begin moving into the advanced second and third stages only when they effectively coordinate housing, health, and environmental policy, in the interest of prevention. Analyzing elements and tasks necessary to develop childhood lead poisoning prevention programs in terms of the three stages of regulation can clarify the key steps necessary to make the shift to the prevention paradigm.
