ABSTRACT
This chapter explores the relationship between power-sharing and the pursuit of good governance in Northern Ireland. As power-sharing democracy is founded on cross-community government, the chapter seeks to better understand the dynamics of governance in a complex, often fragile setting where the contending groups are in the process of rebuilding community relations. The chapter focuses on the improved security situation in Northern Ireland arising from decommissioning, demilitarization and police reform as evidence of improved security governance, despite the presence of on-going security challenges. It argues that clear policy formulation and implementation is crucial to good governance. Security normalization took a significant step towards inter-party agreement on the devolution of policing and justice powers in 2010. Beyond security considerations, assessing the capacity of power-sharing in Northern Ireland deliver good governance means evaluating the extent to which the political institutions have delivered for citizens in the form of effective public service delivery.
