Could one predict that the role of the public sector will only diminish in the future, perhaps even to such an extent that there is virtually no need for public sector management? The call for privatisation has been so strong within the OECD set of countries that one would be prepared to guess that the future will see only the reversal of the major trend of the twentieth century, which has been the rise of the tax state, predicted by Joseph Schumpeter in 1918.
