ABSTRACT

Thoughtful people in the field of public administration have pointed out the need for a consideration of ends or objectives in the determination of means or administrative programs designed to achieve these ends. Parallel with this interest, there is developing a considerable interest in measuring existing or planned programs in relation to stated values. This concern for a relationship of means to ends and value systems may be described as a "philosophic approach" to public administration. Since many programs are currently operating, the philosophic approach calls for an evaluation of existing public policies and administrative practices and programs in relation to stated objectives and a discernment of the extent to which they satisfy the value systems upon which these programs are based.
