ABSTRACT
President Bill Clinton favors the creation of regional health alliances that will be able to meet the essential reforms that he seeks in private health insurance. Moreover, he looks to the health alliances to bargain effectively with hospitals, physicians, and other health providers to offer enrollees quality services at a reasonable price. The president has indicated repeatedly that it is essential for the nation to slow the rate of growth in health care expenditures and thus enable to reduce the federal deficit and add to the competitiveness of American industry. The president has indicated on several occasions that he favors universal insurance for essential health care services for all Americans. Greater efforts addressed to health education, life-style changes, and preventive services warrant early and continuing attention because of the promise they hold of contributing significantly to improving health status without contributing to the further inflation of total health care expenditures.
