ABSTRACT

Encompassing political prisoners, disappeared detainees, State use of force and the notion of a fair trial, the rights of detainees, prisoners and convicts demonstrate the reality of human rights. Prisoners shall have access to the health services available in the country without discrimination on the grounds of their legal situation. Every prisoner who is not allowed to wear his own clothing shall be provided with an outfit of clothing suitable for the climate and adequate to keep him in good health. Inspections should ensure the required standards of human rights are met, and prisoners and other detainees are treated appropriately. Inspectors can also work with facilities to improve detention conditions. No one shall be liable to be tried or punished again for an offence for which he has already been finally convicted or acquitted in accordance with the law and penal procedure of each country.
